If this becomes a reality it will facilitate availing loan and buying a floor in these highly priced real estate markets. With the committee, led by finance minister Birender Singh has suggested that the government allow the registration of floors or flats in independent houses as in housing societies. As of now, people buy independent floors or flats on the basis of general power of attorney (GPA). However, such deals lead to disputes at times. Also, the practice has incurred losses to the state government.''We want it to benefit the government as well general public,'' the finance minister told TOI. If the proposal is implemented It will get the government around Rs 200 crore as revenue in the form of stamp duty.'' Buying a plot on the basis of GPA can be contested in the court of law in case of any dispute, a senior officer pointed out. At present, Haryana Apartment Ownership Act allows for registration of separate floors in buildings with five units especially in group housing societies. The committee has now proposed registration of individual floors in independent houses having three units.
