Answers to point a) , b are that the best time to buy a property is when it is a Buyer’s Market which means when supply is abundant and Buyer’s are scarce and only during this period , you can have a commanding position about fixing the deal at best possible price .
The answer to point b) lies in the fact about location of proerty , Infrastructure available and upcoming Government and other projects I:e accessability of markets , Clubs, malls, transport , distance of airport/ railway station , hospitals and open spaces available in layout plan.
